It is important that support to be provided to neighbouring developing countries within the framework established by the European Policy should be coherent with the objectives and principles of the European Community Development Policy, as outlined in the Joint Statement entitled ‘The European Consensus on Development’ adopted on 20 December 2005 by the Council and the Representatives of the Governments of the Member States meeting within the Council, the European Parliament and the Commission.

The new enhanced European Policy, as projected by the European Parliament and the Council in their respective decisions and resolutions, especially in the light of the two major political projects, namely the Union for the Mediterranean and the Eastern Partnership, makes it necessary to prepare future Union contact points, i.e. personnel for EU-ENP-related jobs in the neighbourhood countries from Morocco to Belarus.

The New Enhanced European Policy, as projected by the Council and the European Parliament in their respective decisions and resolutions, especially in the light of the two major political projects, namely the Union for the Mediterranean and the Eastern Partnership, makes it necessary to prepare future Union contact points, i.e. personnel for EU-ENP-related jobs in the neighbourhood countries from Morocco to Belarus.

This Regulation should also support the implementation of regional cooperation throughout the European , inter alia in the framework of the Northern Dimension policy or the Black Sea Synergy, as well as, primarily in the case of cross-border cooperation, the external aspects of relevant macro-regional strategies.

This Regulation establishes a European Instrument (ENI) with a view to advancing further towards an area of shared prosperity and good neighbourliness involving the Union and the countries and territories listed in Annex I (‘the partner countries’) by developing a special relationship founded on cooperation, peace and security, mutual accountability and a shared commitment to the universal values of democracy, the rule of law and respect for human rights in accordance with the TEU.

This Regulation establishes the European Instrument (ENI) as one of the instruments providing direct support for the European Union's external policies.

Under the European Policy (ENP), the Union offers European countries a privileged relationship, building upon a mutual commitment to, and promotion of, the values of democracy and human rights, the rule of law, good governance and the principles of a market economy and sustainable and inclusive development.
